Dr David Lupton
Dr David Lupton has degrees in mathematics and economics. He was employed for 10 years as an economist with the New Zealand Ministry of Transport where he worked on transport planning and policy issues mainly in the area of urban transport . While there, he was awarded a New Zealand Research Advisory Council fellowship to study at the University of Leeds Institute for Transport Studies from where he was awarded a PhD.
He took up a position as Assistant Director of New Zealand Railways' Planning Division specializing in financial and economic evaluation. He undertook a major restructuring of urban rail services in Auckland and of the former Road Services urban operations. He was appointed Manager: Intercity, responsible for the Railways Corporation's long distance rail passenger and coach services and was responsible for restructuring those services to meet deregulation and airline competition.
After the Corporation's coach business was sold, he was for a time part owner of one of the resulting Intercity coach franchises. He joined transport consultants Travers Morgan (NZ) Ltd as a Director in November 1992, and was Managing Director from 1995 until joining Booz·Allen·Hamilton in 1997. He left Booz Allen in 1999 to establish his own company.
Since establishing his own company, Dr Lupton has worked extensively in New Zealand and internationally-primarily for government agencies, the Asian Development Bank and the World Bank. He has worked in Afghanistan, Australia, Bahrain, Bangladesh, Cambodia, the People's Republic of China, Fiji, Hong Kong, India, Indonesia, Kyrgyzstan, Lao PDR, Mauritius, Nepal, New Zealand, Oman, Pakistan, Poland, Qatar, Samoa, Saudi Arabia, Tajikistan, Thailand,Tonga, the United Kingdom, Uzbekistan and Viet Nam.
